Still is, read the rules. Maybe you are misinterpreting what Cricinfo said. Use of roller is discussed in section 9.

we have to come to terms with that reality that we will never have such an express and intimidating fast bowler who can go all out.
such a bowler cannot make it to the team to begin with.
As soon as a teen fast bowler starts hitting the ranji and state level matches etc, he has to come to terms with the pitches available in India and the fact that he has to cut down on being "express and intimidating fast bowler" to be able to have success domestically and also to avoid possibility of injuries in chasing this idea of being "express and intimidating fast bowler".
And after a few years, when these bowlers start getting noticed for success in domestic leagues and then they get picked for national team, they are not going to suddenly become "express and intimidating fast bowler". at best they can add a few yards to their pace, like bhuvi did.
but to go from 140-145 as stock pace (like umesh, varun, shami etc) to 145-150 consistently is an entirely different challenge and one needs to have been bowling towards that from their teens in domestic leagues.
this is the best we can get it seems and I am ok with that. they get their job done most of the days.

not all 6 balls, all spells, whole day..
but there is stock ball and there is effort ball.
the express and intimidating pacer who is expected to and often times breaks partnerships and blows tail away - their stock ball is 145-150.
we will not have that for possibly even another generation of pacers and make our peace with that.

Nanha Bakis at the U-19 tournament are bowling in the 125-135 range. Our Nanha Mujahids are in the 130-149 range. Ya allah, how did SDREs become TFTA?

Obviously bad commentary by Cricinfo, the person who chose to use heavy roller on the 4th day morning would be Faf du Plessis, not the umpires.
Once the game is in progress the umpires can not take any decision which would presumably bias the outcome of the game, such as rolling the pitch with a heavy roller!

What the ICC's regulations say
6.2 Fitness of pitch for play: The umpires shall be the sole judges of the fitness of the pitch for play.
6.4 Changing the pitch: The pitch shall not be changed during the match unless the umpires decide that it is dangerous or unreasonable for play to continue on it and then only with the consent of both captains.
6.4.1 If the on-field umpires decide that it is dangerous or unreasonable for play to continue on the match pitch, they shall stop play and immediately advise the ICC Match Referee.
6.4.2 The on-field umpires and the ICC Match Referee shall then consult with both captains.
6.4.3 If the captains agree to continue, play shall resume.
6.4.4 If the decision is not to resume play, the on-field umpires together with the ICC Match Referee shall consider whether the existing pitch can be repaired and the match resumed from the point it was stopped. In considering whether to authorise such repairs, the ICC Match Referee must consider whether this would place either side at an unfair advantage, given the play that had already taken place on the dangerous pitch.
6.4.5 If the decision is that the existing pitch cannot be repaired, then the match is to be abandoned as a draw.

The second generation clout is growing down under. One can see at least 2 to 3 Indian faces in most top club and grade sides in Australian cities. Expect more Indians in the national team by 2025

India 'surprised' at dampness on Wanderers pitch on final day
India feel this was more than normal sweating. "When we looked at the pitch first thing in the morning, it was wet," an India team source told ESPNcricinfo. "It was very wet to the touch."
India believe the dampness delayed the return of the pitch to its natural self. "The way the ball misbehaved after tea, it should have started that after the first half hour," the source said.
After the suspension of play on day three, they were left hoping the pitch would not misbehave further because if play had been abandoned - although it might have saved the home team from a defeat - it would have resulted in heavy sanctions from the ICC, including no international cricket at their premier venue for a year. That also may have affected the sold-out Pink-Day ODI, scheduled on February 10. In the end, Wanderers got away with just a poor rating and three demerit points, keeping the rest of the cricket for the season.

I really like both Mavi and Nagaerkoti. Nagerkoti is in fact, also one of the best fielders in the team, so much so that he was at backward point. If we can take care of these two guys, and start bringing them into the senior team within 2 years, I have high hopes. More so because these two outbowled and outpaced the nanha terrorists of Bakistan.
