Of course. All that hoarding that took place for ten years 2004-2014 aint gonna disappear rightaway. Demo hasn't really hit Cong as much as it has hit other turd parties. Congoons are financially smart and know how to flip. In fact, they spent far less in 2014 elections. Probably saved it for 2019.
